HARRISON/CIV/MMOA-3/USMC/TEL: (703) 784-9981/EMAIL: [email protected]// GENTEXT/REMARKS/1.  The Commandant of the Marine Corps’ Talent Management 2030 (TM2030) update addresses Active and Reserve component permeability and recommends processes to enhance and streamline the means by which Marine Corps Officers of the ready reserve can request a Return to Active Duty (RAD).  This MARADMIN is released to inform the force of a new RAD process designed to increase permeability.  There will be forthcoming changes to reference (a) incorporating the below guidance. 2.  Effective the date of release of this MARADMIN the requirement to conduct a RAD sub-board in conjunction with the two fiscal year (FY) Officer Retention Boards is suspended.  Director, Manpower Management in accordance with ref (A) may reimplement this requirement at any time based on the needs of the Marine Corps.  RAD changes are outlined in the below paragraphs 2.a. through 2.b.7. 2.a.  The RAD program will now be announced via MARADMIN for each FY with an application deadline of 30 September of that FY.  While the deadline for FY submission is 30 September, applications to RAD may be submitted at any point during the FY and will be accepted on a rolling basis. 2.b.1.  Applicants who are affiliated with the ready reserve Selected Marine Corps Reserve (SMCR), Individual Mobilization Augmentee (IMA), and Individual Ready Reserve (IRR)) are eligible to apply to RAD. 2.b.2.  Applicants who are affiliated with the Active Reserve (AR) program; component code B1 are required to include an approved DD Form 368 conditional release with their application.  No exceptions to this requirement. 2.b.3.  Officers in the grades First Lieutenant to Colonel are eligible to apply for RAD.  Lieutenant Colonels and Colonels who apply will undergo additional service screening to ensure those senior Reserve Component (RC) officers meet all Time in Service (TIS) limitations.  No exceptions to this requirement. 2.b.4.  All applicants will apply via NAVMC 10274 Administrative Action (AA) Form to CMC (MMOA-3), via the first O-6 in their current Reserve chain of command. 2.b.5.  All applicants must be within 180 days from their Mandatory Drill Stop Date at the time of application.  If beyond 180 days, applicants must address this in their AA Form with concurrence from their Reserve chain of command.  Reserve Affairs (RA) will be the approving or disapproving authority for this requirement.  No exceptions to this requirement. 2.b.6.  Applicants will provide a current Physical Fitness Test (PFT), Combat Fitness Test (CFT) and Height and Weight (HT/WT) scoresheet.  PFT, CFT and HT/WT can be certified via the current NAVMC 11622. 2.b.7.  Applicants will apply to RAD in their current primary military occupational specialty (PMOS).  Applicants may request a PMOS lateral move as a part of their RAD based on the needs of the Marine Corps. 3.  Coordinating Instructions 3.a.  All Lieutenants through Captain who have been approved to RAD and have not been previously screened for career designation (CD) will be screened for CD by CMC (MMOA-3).  Majors and above approved for RAD will be CD automatically. 3.b.  Applicants who have been approved to RAD will serve a minimum of (24) months on active duty, with the start date being the date joined to the AC. 4.  Application Procedures 4.a.  RAD applications must be submitted via AA Form per para. 2.b.1 though 2.b.7. 4.a.1.  All RAD applications will include at least one but no more than three letters of recommendation attesting to the applicant’s leadership, technical skills, abilities, and overall performance. 4.a.2.  All RAD applications will include a personal statement in naval letter format explaining why the applicant desires to RAD. 4.b.  All RAD applications must include a signed statement from their Special Security Officer (SSO) attesting to the current security clearance level and date of adjudication, to include eligibility for TS/SCI. 4.c.  All RAD applications must be submitted as a single .PDF file to the MMOA-3 Organizational Mailbox at [email protected] and labeled as “EDIPI_LastName_RAD”.  Failure to do so will result in the RAD application being returned with no action taken.  All submissions will receive a receipt notification. 4.c.1.  Upon receipt of the RAD application, MMOA-3 will staff the package with the appropriate stakeholders Manpower Management Officer Assignments (MMOA), RA and Manpower Plans and Policy (MPP) and prepare the package for approval or disapproval by Deputy Commandant, M&RA. 4.c.2.  RAD decisions, requests for information, or coordination will be communicated to the applicant via separate e-mail correspondence and may include MMOA, RA, and MPP in the message traffic. 4.c.3.  Applicants who are approved for RAD must be recommended to the Secretary of Defense or the Senate, as appropriate, for AC appointments through the scrolling process. 4.c.4.  The RAD application process may take 190 days or more to accomplish.  This includes the application screening and scrolling process. 4.d.  Due to the nature of the new RAD application process, there will be no exceptions to the policy or waivers to any of the above requirements or to ref (A) enclosure (3). 5.  This MARADMIN cancels on 30 September 2024. 6.  Release authorized by BGen Ryan S.
